Ninety-two classified CIA torture tapes are missing, stolen by Daniel Larison, a former black ops operator who is blackmailing the government. Meanwhile, black ops soldier Ben Treven is in a Manila jail after a deadly bar fight. He's visited by his former commander, Col. Scott Horton, who can get him released if he's willing to find and kill Daniel Larison and recover the tapes.
